City manager of infrastructure Emma Vanier told council on Monday that, since construction began, crews have encountered failures at several points beyond the limits of the active excavation. That pattern indicates that the problems are not limited to the area being worked on and that the pipe’s overall structural integrity is more compromised than staff expected.
“This suggests that disturbances of surrounding soil alone is enough to trigger these breaks, which likely means the pipe’s structural condition is more compromised than staff had expected it to be as per their records.”
Why the city chose full replacement now
Because Race Street is already under reconstruction, staff recommended full replacement of the water main during the same project. Council accepted the recommendation, with city officials citing potential savings by avoiding a separate, later repair contract and limiting further disruption to the street and residents.
